Responsibilities

As an Information Technology Specialist (DATAMGT) you will be responsible for the following duties:

Responsible for performing work and providing support of Enterprise Data Management (EDM) solutions for DoDEA.

Will work as an integral member of the EDMS services branch staff and may act as a liaison between DoDEA Information Technology (IT) and Education Directorate (ED) staff for functional administration, technical support, and modernization efforts for systems maintaining student and educational data records.

Provide technical support for the integration and modernization of EDM systems and data records management for programs including: DoDEA's Student Information System (SIS); Learning Management System (LMS); online grading and system-wide student assessment platforms; Integrated Library System (ILS); student meals program; student email and collaboration platforms; course content and digital asset management systems; and distributed caching solutions.

The candidate will monitor current industry trends and provide recommendations to leadership for leveraging new systems, technologies and data management practices to increase business value for customers.

This position assists with acquisition planning activities including: facilitation of stakeholder requirements gathering sessions to inform system acquisition and modernization decisions; coordinating with IT Project Management Office personnel to assist with the development of feasibility studies and business cases

Qualifications

You must have one year Specialized Experience equivalent to the GS-12 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume.

Specialized experience required for this position is:

* Serve as Contracting Officer Representative (COR) to oversee vendor performance throughout contract lifecycles, review and approve invoices, and recommend corrective actions to Contracting Officer

* Ensure Enterprise Data Management (EDM) service related activities are completed efficiently and within project scope, while adhering to security guidance and practices established by the organization and applicable external authorities

* Provide technical support for the integration and modernization of EDM systems and data records management for programs including Student Information System (SIS), Learning Management System (LMS), online grading and system-wide student assessment platforms, and Integrated Library System (ILS)

* Ensuring that data archiving, access and sharing practices are performed in accordance with documented System of Records Notices (SORNs), Family Educational Rights Privacy Act (FERPA), Health Insurance Portability and Accountability Act (HIPAA) Privacy Rule, and Federal Copyright Law

Specifically, you will be evaluated on the following competencies:

1. Knowledge and understanding of Enterprise Data Management Services (EDMS) Systems concepts.

2. Knowledge of planning, developing, and carrying out vital projects to support administrative and instructional programs.

3. Ability to communicate orally and in writing to upper level management and senior officials.

4. IT Systems Acquisition.

Time-in-Grade Requirements: Federal employees must meet time-in-grade requirements for merit promotion consideration. Time-in-grade is the 52-week requirement Federal employees in competitive service, General Schedule (GS) positions at GS-5 and above must serve before they are eligible for promotion (advancement) to the next grade level.
