Area Information: Yosemite National Park, California, known worldwide for its spectacular natural beauty is the backdrop for this position. Sitting astride the Sierra Nevada Mountains, the park covers 1,182 square miles of varied wilderness ecosystems, from river valleys to alpine meadows to lofty 13,000 foot high peaks. Yosemite Valley is located 208 miles from San Francisco, 81 miles from Merced, and 94 miles from Fresno. Shopping, medical, postal and laundry services are available in the park. Elevation at the Valley floor is approximately 4,000 feet and 2,200 feet in El Portal. The park is open year-round with the majority of activities occurring during the busy season March through October.

This is a Career/Career-Conditional Full-Time appointment.

Responsibilities

Serves as a senior principal advisor in forestry and ecological forest management for Yosemite NP. The Forester is responsible for program development and implementation dealing with the management and protection of forest and tree resources. Develops and maintains liaisons and effective working relations with related groups and individuals, agencies, and the public in order to encourage and facilitate cooperative regional management strategies. Develops and prepares major sections of the park resource management plan dealing with forest management. Develops work plans and schedules, scopes of work, cost estimates, and proposals and/or grants to justify funding requests and accomplish goals. Serves as Contracting Officer's Technical Representative for projects conducted through contracts, interagency agreements, and cooperative agreements. Prepares management and scientific reports regarding the results of protection, mitigation, restoration, inventory, monitoring, and research activities. Prepares environmental assessments (EAs} for projects in compliance with the National Environmental Policy Act. Supervise seasonal, temporary, permanent, VIP, and other personnel.

Duties will be developmental in nature when filled below the full performance level.

You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle.

You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.

If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

You may be required to travel overnight away from home up to 1-2 nights per month. You must obtain a government charge card for travel purposes.

You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

Basic Education Requirements:

A. This position has a basic education requirement which requires that applicants have a degree in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:

Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management.

Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology.

Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing.

OR

B. Combination of education and experience that included courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in 'A' above, plus appropriate experience or additional education. You must provide transcripts.

In addition to meeting the Basic Education Requirements listed above, you must meet the minimum qualification requirements as listed below:

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing a tree hazard management program; assist in preparing National Environmental Policy Act documents and Environmental Assessments; inventorying and compiling data on forest processes, such as insect, disease, or fire conditions; or managing forestry contracts. You must include hours per week worked.

-OR-

EDUCATION: Successful completion of at least three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a related field, i.e. forestry, arboriculture, natural resources management. You must include transcripts.

-OR-

Successful completion of a combination of education and experience as described above. Only graduate level education in excess of the first two years may be combined with experience. You must include transcripts.

To qualify for this position at the GS-12 grade level, you must possess at least the following minimum qualifications by close of the announcement:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution

with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities

to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes and rocky terrain.

The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Nongovernment housing: may be available for rent in the local communities of Groveland, Mariposa, Midpines, Bootjack, Oakhurst, and Catheys Valley. El Portal is a small community bordering the west side of Yosemite National Park and 15 miles west of Yosemite Valley.
