Summary

This position is located within the Office of International and Integrative Activities (OIA) under the Office of the Director, NSF. OIA works across disciplinary boundaries to lead and coordinate strategic programs and opportunities that: advance research excellence and innovation; develop human and infrastructure capacity critical to the U.S. science and engineering enterprise; and promote engagement of scientists and engineers at all career stages. OIA contains three sections: the Established Program to Stimulate Competitive Research (EPSCoR) Section, the Integrative Activities (IA) Section, and the Evaluation and Assessment Capabilities (EAC) Section.

Responsibilities

The incumbent performs a variety of Program Analysis assignments in support of special or on-going projects that involve administrative program reviews and organizational studies etc.

At the GS-7 level, duties include:

-Assisting senior staff in research of regulations and laws to support the development of materials, policy development, and the interpretation of policy issuances and regulations.

-Gathering, extracting, reviewing and consolidating data in the formulation of periodic reports for presentations, and for a wide variety of other purposes.

-Assisting senior staff in the preparation and analysis of program reports.

-Performing general office support functions to include receiving and screening calls and visitors, referring visitors to appropriate staff, and developing, routing and tracking correspondence.

At the GS-9 and GS-11 levels, duties include utilizing and applying analytical techniques to capture, assemble and disseminate data, prepare evaluations, coordinate activities, and provide advice to management in the following areas:

Project Management:

-Plan, develop, implement and track project plans, guidelines, budgets, procedures and timetables.

-Perform management studies to evaluate and measure the progress and success of projects and recommend changes in policy and management activities.

-Collect pertinent statistical data and narrative information from a variety of sources and apply analytical techniques to data management systems to identify patterns and trends and develop tracking and reporting systems to monitor activities.

Financial Resources Management:

-Administer budget operations and analyze and prepare reports of expenditures and projections.

-Reconcile accounts and resolve discrepancies.

-Ensure financial regulations are adhered to. Business Process Management:

Business Process Management:

-Restructure work processes, standardize procedures, and manage changes across an organization.

-Evaluate effectiveness of administrative procedures and their contribution to organizational goals and objectives and make recommendations as necessary.

-Run routine reports and analyze data as required.

Administrative Support:

-Receive and screen calls and visitors, refer visitors to appropriate staff, and develop, route and track correspondence.

-Ensure correspondence conforms to use of correct format, routing, procedures and grammar.

-Prepare complex but non-technical answers to queries and actions.

Qualifications

To qualify at the GS-7 level,

you must have one of the following:

1. At least one year of specialized experience equivalent to the GS-5 level in the Federal service. Examples of specialized experience may include: gathering, extracting, reviewing and consolidating data in the formulation of reports; assisting senior analysts in the preparation of program reports; performing research of laws and regulations; and participating as a team member to complete special projects.

2. One full year of graduate level education.

3. A Bachelor's degree with Superior Academic Achievement - that is one of the following: In the upper one-third of your graduating class; OR a GPA of 3.0 or higher out of 4.0 as recorded on your official transcript, or based on courses completed during your final 2 years.

4. A combination of post high school education and experience that combined meet the qualification requirements for this position.

To qualify at the GS-09 level,

you need to have one of the following:

1. At least one year of specialized experience equivalent to the GS-7 level in the Federal service. Examples of specialized experience include: conducting analysis of financial matters to determine resources required; using various data management systems to apply analytical techniques to identify patterns and trends, and to track and monitor analytical activities; and assisting in the performance of management studies to evaluate program success and to offer recommendations for improvement.

2. A master's or equivalent graduate degree.

3. Two full years of progressively higher level graduate education leading to such a degree.

4. A combination of post high school education and experience that together meet the qualification requirements for this position.

To qualify at the GS-11 level,

you need to have one of the following:

1. At least one year of specialized experience equivalent to the GS-9 level in the Federal service. Examples of specialized experience include: using quantitative and qualitative analytical techniques to evaluate the effectiveness of administrative procedures; engaging in on-going analysis of financial matters to determine resources required and ensuring that regulations concerning financial management are adhered to; applying various analytical techniques to data management systems in order to identify patterns and trends; performing management studies to evaluate and measure the progress and success of projects assigned and to identify and recommend ways to improve the effectiveness and efficiency of programs and activities.

2. A Ph.D. or equivalent doctoral degree.

3. Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

4. A combination of post high school education and experience that combined meet the qualification requirements for this position.
