This is a term position not to exceed two years and may be extended two years.

This is an episodic, intermittent position, on an irregular or occasional basis with hours and days of work not on a prearranged schedule and with compensation for the actual time employed or for service rendered

This position is located in the Department Of Health And Human Services, Office of the Secretary of Health and Human Services, Office of the Assistant Secretary for Preparedness and Response headquartered in Washington, District of Columbia. This announcement may be used to fill multiple positions in multiple locations.

Applicants must understand that the work performed is primarily related to readiness for and deployment for response during the aftermath of a disaster or public health emergency, where work may be field-based, that may be remote and austere, caring for sick, injured, dying, or deceased persons. This work requires above average health, physical, and mental conditioning with routine long periods of repetitive walking, bending, lifting, and carrying, such as carrying national disaster medical system equipment or heavy patients on litters. Incumbent must be capable of working in a high stress, high-security, remote, austere, and uncharacterized environment, void of infrastructure and vital services, requiring specific physical demands, such as the ability to lift 50 pounds, and work characteristics that must be met to successfully perform the essential functions of this job. For these reasons, employees are required to complete a physical and health screening process to meet and maintain certain physical standards, as well as mental, behavioral, and cognitive competencies.

Responsibilities

Assist with the team mobilization and movement operations, by the establishment and disestablishment of work sites.

Plan and conduct analysis to improve the emergency administrative and financial plans and identify issues.

Gather and organize narrative and/or statistical information to provide different analysis.

Distribute deployment action plans, track personnel, provide information analysis, and document activities of the response team.

Qualifications

This is a Standing Register - Open Continuous Announcement and will have an initial cutoff on 04/20/18, a second cutoff will be 05/25/18, and the third cutoff will be 06/29/18. To qualify for this position, you must meet ALL of the following requirements:

Have one year of specialized experience equivalent to the GS-09 grade level in the Federal service managing and deploying all emergency management practices during a public health emergency; assisting in developing protocols for responding to public health emergencies; and coordinating administrative activities related to the implementation of emergency response teams.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps,

AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
