This position is located in the Fiscal Service, Payroll Department of the Southern Nevada Healthcare System. The incumbent performs the full range of payroll duties under the National Centralized Automated Personnel and Payroll Systems. This system covers a wide variety of employees and pay plans such as; General Schedule, Federal Wage System, Senior Executive Service, Title 5, Title 38, Hybrid Title 38, Per Diem, Consultants, NAF, and various trainees; any of which may be full time, part time, intermittent, temporary, permanent, or WAE appointments which may be competitive or excepted service under various authorities; and covers a seven day a week, twenty-four-hours a day operation for a medical center with numerous satellite outpatient clinics. The following duties are not all inclusive:

Time cards on each employee are submitted through one system, manually adjusted by payroll, and entered into another system called DFAS (Defense Finance and Accounting Service).
Working in VA payroll entails drastically more manual adjustments than most payroll positions. If a retroactive payment has to be made, all time and attendance must be manually reentered into the system from the time of the retroactive payment to the current pay period.
Payroll staff must review all personnel documents relating to appointments, separations, reassignments, promotions, pay adjustments, awards, and, and other authorizing documents that affect the pay and benefits of employees.
Review includes but is not limited to the following - document completeness, accuracy, propriety, and conformance with pay plan entitlements, and applicable regulations and procedural instructions.
Update employee's master payroll records to reflect all changes authorized by personnel documents outlined above and other authorizing documents, savings allotments, thrift allotments, thrift loan repayment allotments, post -1956 military service deposits, health benefits, life insurance, Federal and state taxes, addresses changes.
Adjustments for re-employed annuitants.
Quarters, subsistence, and parking deductions, union dues, leave group changes, leave donations, court ordered payments.
Tax levies, and many other authorized deductions.
Process all changes to employee's leave balances such as - full time to part time conversion, part time to full time conversion, retroactive adjustment as a result of service computation date changes, final audit of leave balances when an employee separates, and the completion and issuance of SF1150 report when an employee separates or transfers to another VA facility or agency.
Calculates and prepares required documents for out-of system payments, R-transactions (no master record in file), and requests for recertified salary checks.
These transactions may require complex computations and extreme care and judgment must be exercised to insure accurate and valid salary payments; and other duties as assigned.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to calculate and process pay and time items for a diverse employee pool governed by different pay systems, time keeping regulations, and employment categories; skill in auditing pay and time items with data gathered from multiple electronic systems and databases; knowledge of the Federal and State rules, regulations, methods, and policies pertaining to pay, time, leave, and payroll procedures; ability to utilize various software systems to enter data, run reports, update records, and resolve issues.
You will be rated on the following Competencies for this position:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary, although some slight physical effort may be required.
There is no educational substitution at this grade level; however, as a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
