This position is part of the Under Secretary of Defense Comptroller/CFO. As a Financial Systems Analyst, in The Under Secretary of Defense (Comptroller) (USD(C)/Chief Financial Officer (CFO) of the Department of Defense (DoD), you will be responsible for carrying out the functions assigned by Title 10, United States Code. section 135. The USD(C) also is responsible for ensuring that the utmost economy and efficiency is applied to the acquisition programs of the Department through sound business management and effective fiscal planning and control

The Office of the Secretary of Defense (OSD) is the principal staff element of the Secretary of Defense in the exercise of policy development, planning, resource management, fiscal, and program evaluation responsibilities. OSD includes the immediate offices of the Secretary and Deputy Secretary of Defense, Under Secretaries of Defense, Director of Defense Research and Engineering, Assistant Secretaries of Defense, General Counsel, Director of Operational Test and Evaluation, Assistants to the Secretary of Defense, Director of Administration and Management, and such other staff offices as the Secretary establishes to assist in carrying out assigned responsibilities.

As a Financial Systems Analyst, GS-0501-13/14/15, your typical work assignments may include the following under supervision:

Promoting and facilitating improvements to financial management processes, systems and organizations to improve financial management and the auditability of the Department of Defense (DoD) Component Financial Statements

Directing, monitoring and presenting analyses of financial management data and trends

Ensuring compliance with internal management controls of the Directorate

Providing senior leadership regarding fiscal and performance oversight of DoD enterprise business and financial management systems and initiatives

Developing and implementing strategic plans designed to acquire and implement efficient solutions to address complex financial and budgetary requirements

Travel Required

Occasional travel - You may be expected to travel for this position.

Qualifications

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to

analyze and develop integration requirements for business processes and information technology; and ability to apply program assessment and process improvement methodologies.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to

operate utilizing principles and functional requirements of comptrollership, procurement, public accounting and program management; and ability to apply program assessment and process improvement methodologies to analyze program performance and effectiveness.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your ability to

apply concepts, theories, principles and practices of various finance and accounting functional areas necessary to address a broad range of business and financial issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
