The position is responsible for providing full technical and administrative supervision for Emergency Department including Central Triage and Ambulatory Treatment Room. Plans, directs, reviews work, and administering personnel matters specific to the unit. This position reports to Supervisory Clinical Nurse (Assistant Chief Nurse Executive-Outpatient). This position is located at Indian Health Service (IHS), Navajo Area Indian Health Service (NAIHS), Gallup Indian Medical Center (GIMC), Division of Nursing Services, Gallup, NM.

The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. Supervises, manages, directs, coordinates, provides leadership, and evaluates the provision of nursing care provided in the Emergency Department, Fast Track, Ambulatory Treatment Room and Central Triage area. Includes compliance with standards of care, patient safety, and compliance with other applicable standards.

Evaluates operations related to patient flow, productivity and unit specific performance improvement plan to maintain quality improvement and staff participation/communication in ED.

Performs nursing care duties as needed to maintain nursing skills and clinical competence and expertise in specialty area, and cover nursing shortages.

Organizes, assigns, reviews work, administers personnel matters and manages a budget for the unit.

Recommends, initiate various personnel actions, performance awards, and disciplinary actions for employees at level of authority.

Implements personnel management procedures, training and career development plans, grievance procedures, equipment requirements, safety practices as well as specific orientation. Participates with the hospital performance improvement coordinator to assure compliance with The Joint Commission (TJC) standards.

Applies and implements EEO program and guidelines.

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-


Experience: The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-09 and above grade level, many positions may require experience in a specialty area of nursing. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: demonstrated experience overseeing a nursing department in a healthcare setting; management ability to delegate authority; formulating and implementing nursing services in accordance with existing requirements, methods and procedures; conducting meetings and conferences with supervisors and staff, providing leadership and direction to nursing programs ensuring proper health care management.

GS-12: In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one full year of professional nursing experience that is equivalent to the next lower grade level GS-11.
