Summary

A successful candidate in this position will serve as the Deputy Assistant Manager for Programs and Projects. Online application and resume must demonstrate strong supervisory and leadership experience for directing and providing oversight of programs and projects in a nuclear facility complex. The ideal candidate would have experience in one or more of the following areas: Directed Stockpile Work, Plant Directed Research and Development (PDRD), Nuclear Material Management, Defense Nuclear Nonproliferation (DNN), Uranium Sustainment, or Enterprise Infrastructure.

Responsibilities

As a Supervisory General Engineer/Physical Scientist, you will:

Serve as a Deputy Assistant Manager responsible for management and oversight of all ongoing mission-related programs and projects for the NPO at the Pantex or Y-12 Plant.

Provide day-to-day oversight of all matters relating to programmatic and project activities such as Directed Stockpile Work, Facilities and Infrastructure Recapitalization Program, Naval Reactors, and others.

Serve as the NPO technical authority responsible for the formulation and implementation of policies, procedures, management systems, and controls.

Partner with peers within NPO to come up with holistic processes and solutions to problems that integrate the requirements and often-divergent needs of all disciplines including programs, projects, business, contract management, and others.

Ensure that program requirements as defined in work authorizations are completed in accordance with cost, schedule, and technical performance.

Occasional travel - Four trips per year is required.

SPECIALIZED EXPERIENCE REQUIREMENTS

In addition to the positive education requirement, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal Service.

Specialized experience for this position is defined as: One year of supervisiory and leadership experience directing and providing oversight of programs and projects in a nuclear facility complex such as directed Stockpile Work, Plant Directed Research and Development (PDRD), Nuclear Materials Management, Defense Nonproliferation (DNN), Uranium sustainment, or Enterprise Infrastructure.

Your application and resume should demonstrate that you possess the following knowledge, skills, and abilities (KSAs). You do not need to provide a separate narrative written statement. Instead, you must describe in your application how your past work experience demonstrates that you possess the KSAs identified below. Cite specific examples of employment or experience contained in your resume and describe how this experience has prepared you to successfully perform the duties of this position. Knowledge of principles, theories, and techniques of multiple engineering and/or physical science disciplines.

Experience leading and supervising senior technical experts in oversight activities.

Knowledge of advanced program management theories principles, and practices; and skill in their application to high technology programs in a large, multi-faceted industrial complex.

Knowledge of Agency policies and practices in the fields of environmental, safety , and health, engineering and construction, project management, procurement, finance, industrial relations, budget and HR.

Knowledge of Agency missions, goals, objectives, organizational structure, programs, activities, in order to ensure that program and project duties and responsibilities are coordinated and executed consistent with identified goals and objectives.

Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

0801 - Degree: professional engineering. The curriculum must: 1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
