Responsibilities
This General Engineer
position is located in the office of Facilities Management and Engineering Services at the James A. Haley Veteran's Hospital located in Tampa, Florida. The incumbent functions as an energy/project engineer responsible for managing the Energy Management Program, which includes providing technical energy assistance on improvements, to increase the energy efficiency of the Medical Center. Other duties include, but are not limited to:
Writes and edits specifications for mechanical equipment, electronic/electrical equipment and systems redesign.
Writes the scope of work and the general requirements for architect/engineer contracts.
Inspects work progress during the construction phase, ensuring proper methods and material are being used.
Resolves design error or differing site conditions by evaluating the problem and applying sound engineering judgment to make any necessary changes.
Prepares input data, assists in prioritization and finalizing items for the Five-Year Facility Development Plan.
Serves as technical resource person to internal staff and other services.
Assists indirect cost negotiations with contractors when requested by the Contracting Officer.
Investigates floor loading capacities, electrical power, and cooling requirements for new equipment.
Assists Contracting Officers in evaluating cost proposals from design firms.
Work Schedule:
Monday through Friday 7:00 am - 3:30 pm; however, tour could vary based on projects assigned.

Physical Requirements:
The work requires periods of walking, climbing, and inspections in cramped spaces. At times incumbent is exposed to high places and scaffolding. Work at times in hard hat areas.
Work Environment:
The work area is generally well-lighted and ventilated except when construction site inspection is required. At those times incumbent is exposed to normal construction hazards.
Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Basic Requirements:
Professional engineering degree: To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d)thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties);and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Professional registration
-- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
Written Test--
Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
Specified academic courses
-- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge,skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
GS-11 grade level:
One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized is defined as: knowledge of construction, including design of structural, electrical, mechanical and architectural projects. This grade level requires more frequent consults with the supervisor and works less independently.
GS-12 grade level:
One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience is defined as: experience with completing analysis, design, and cost preparation of proposals, drawings, specifications, contract documents, cost estimates, and written reports, knowledge of contracting procedures, labor laws, inspection practices, knowledge of building, safety, and environmental codes (OSHA, NFPA, JCAHO, NEC, etc.), ability to use computer-aided drafting and design (CAD). This grade level required greater responsibility and the ability to work independently.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
