The primary responsibilities for this position are to assist the Chief of Innovative Contracting Division (ICD) in the supervision, management, direction, and administration of the work of ICD.  The position assists in supervision, planning, directing, and administration of all aspects of the MDOT SHA's Innovative Contracting Program including identification and development of new contracting methods for inclusion in major highway projects and overseeing the Design-Build and Construction Management at Risk (CMAR) delivery methods.  This includes assisting the chief in the development of engineering of all projects (minor and major capital improvement projects) under the Design-Build program in the Office of Highway Development (OHD) including project identification; development of preliminary design and specifications, requirements, and estimates; procurement; final engineering review and approval; and construction coordination and support.  This position assists in the management of the MDOT SHA capital programs for budget, schedule and project development related to bicycles and pedestrians (Funds 33, 79 and 88) and Facilities (Fund 29).   It also assists in the management, supervision and direction of the OHD Cost Estimating and Construction Teams. This includes overseeing estimate reviews, purpose and need development guidance, practical design reviews, construction engineering and constructability review on OHD projects. In completing the responsibilities of this position, the Assistant Chief supervises and manages licensed in-house and consultant professional engineers and indirectly lower level engineering staff in engineering design, preparation of plans, specifications, and estimates of capital improvement and asset management-related projects and activities.
 
Qualifications
Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.

EXPERIENCE:
Two (2) years of experience managing engineering projects as a licensed, professional engineer.

SELECTIVE QUALIFICATIONS: 
Three (3) years' experience in project management as it relates to the design and/or construction of highway related improvement projects.  One (1) year of experience must have been in the supervision or management of engineering staff.

PREFERRED QUALIFICATIONS:
Expert knowledge of alternative project delivery methods such as Design-Build and Construction Management at Risk; certification as a designated Design-Build professional; proficient in developing cost estimates, budgets, and cash flows; thorough knowledge of design guidelines such as the American Association of State Highway and Transportation Officials' (AASHTO) A Policy on Geometric Design of Highways and Streets, Roadside Design Guide and Guidelines for the Development of Bicycle Facilities; the Manual on Uniform Traffic Control Devices (MUTCD), and Americans with Disabilities Act (ADA) Accessibility Guidelines; understanding of the project development process from planning through construction; and excellent written and verbal communication skills and organizational skills.  Familiar with design and site development of maintenance and offices facilities and participation in asset management activities.  
Licenses & Certifications
Employees are required to possess a motor vehicle operator's license valid in the State of Maryland. All applicants must list their license number and expiration date on the application.
