Supervises, guides, and/or instructs the work assignments of subordinate staff. Performs work in the maintenance of state highways and rights of way and the installation of traffic control devices. May use hand tools and power tools as well as serve as the primary equipment operator on various types of heavy equipment. Performs preventive maintenance on assigned equipment. Responds to emergency situations affecting the state routes system during and after normal working hours. Provides supervision of a maintenance crew to accomplish the assigned task and assists the Superintendent in all duties. Supervise work activities of maintenance crew. Schedules and supervises the work activities of a highway maintenance crew. Plans and supervises work assigned to crew following strict agency specifications in roadway maintenance. Allocates work to employees by matching their skills and abilities against the requirements of the work to be done. Monitors progress and productivity of assigned staff. Reviews work and counsels workers to ensure all department quality and quantity standards are met. Ensures the proper types and amounts of materials are available to perform scheduled activity. Inspects completed work for conformance to established specifications. Evaluates work procedures for effectiveness and to identify any changes needed for similar projects in the future. Provides constant guidance to crew by accompanying crew on job assignments as an active member of the work unit. May perform duties at a higher level.. Administers personnel related activities for crew; including performance management, promotional recommendations, and disciplinary actions. Evaluates personnel; obtains/considers all relevant information in employee performance evaluation. Reviews evaluation with employee and submits appraisal for processing within specified time frames. Recommends employee promotions, disciplinary actions, or discharges. Provides employees with counseling and notification of job performance as well as changes in policies/procedures, rules and regulations, or standards/specifications. Assists in conducting interviews and selecting job applicants based on all applicable local, state, or federal guidelines. Ensures the completion of reports and forms. Reviews reports, records, forms and other documents for accuracy and completeness. Reviews pm record book for piece of equipment assigned to crew to ensure accuracy and completeness. Ensures completion of crew work cards to record daily activities, personnel, materials and equipment used in the performance of maintenance activities; monthly managerial review of records indicates few reported errors. Records personnel work hours daily and reports pay period totals to designated admin staff at. May perform duties at a higher level.. Trains employees in safety procedures; monitors work zones for compliance with safety regulations. Reviews safety memoranda and regs to maintain current knowledge of changes and updates in Dpt. procedures. Conducts regular meetings and trains crew in all aspects of personal, work zone and equipment safety. Establishes lane closures and worksites according to established rules/regs for proper signing and traffic control. Gathers info on accidents in worksites; determines circumstances; takes appropriate action to prevent further occurrences. Notifies appropriate personnel immediately of any accidents or violations of safety rules. Provides crew with guidelines for hazardous materials including changes in Dpt., state and fed. policies/procedures/rules/regs and standards. Trains personnel in PM procedures; inspects assigned equipment and facilities. Conducts regular training sessions to instruct personnel in proper preventive maintenance schedules and procedures. Performs random and scheduled preventive maintenance inspections on all assigned equipment. Ensures all equipment complies with readiness standards. Coordinates major repair service with appropriate personnel. Performs routine inspections of work storage facilities to ensure housekeeping and maintenance. May perform duties at a higher level.. Prepares and mobilizes crew and equipment needed in emergency situations affecting the state route system. Assists with traffic control set up promptly so as to properly and safely maintain traffic flow. Promptly reports all accidents to the appropriate department facility to ensure assistance for management of the incident and for the proper notification of law enforcement. Records the necessary information regarding emergency responses to determine the actual cost incurred as soon as practical. Operates equipment as required or directed during emergency response efforts. Ensures that vehicles and equipment are inspected, cleaned and in good working order when the emergency response is completed. Follows established shift schedules to contact personnel needed for emergency response efforts, and makes personnel and equipment scheduling adjustments as necessary to best utilize resources based on emergency conditions. Remains readily available for response to requests from law enforcement and other public entities regarding emergency situations affecting the state route system (including sight-distance hazards, road debris and obstructions, and vehicle accidents). May perform duties at a higher level.. Inspects state routes and rights-of-way for maintenance needs, safety hazards and right-of-way encroachments. Performs regular inspections of all state routes in assigned area for maintenance needs, and schedules repairs according to priority, work season, and equipment and personnel availability. Inspects state route system weekly for debris or situations that are potential safety hazards for the traveling public. Promptly takes corrective action to restore the roadways safe operation. Routinely inspects all state right of way within assigned area for illegal usage or encroachments. Resolves issue with concerned party, or notifies proper personnel for further action as warranted. May perform duties at a higher level.. Qualifications: High school diploma or GED AND Two years of experience in the operation of heavy equipment and large vehicles such as bulldozers, front end loaders, ditchers, road graders, dump trucks, drilling equipment and/or heavy duty trucks AND previous experience as a lead worker or position equivalent. Note: Positions require a CDL license.
