TECHNICIAN VACANCY ANNOUNCEMENT
THIS IS A TITLE 32 DUAL STATUS POSITION
DUTY LOCATION: United States Property and Fiscal Office (USPFO), Hartford, CT
JOB SUMMARY: The primary purpose of this position is to oversee one or more product lines, a segment of a large warehouse, or serve as the senior employee in a smaller warehouse or supply facility.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.
AREA(S) OF CONSIDERATION:
Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard.
Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.

The major duties include, but are not limited to:
Performs a full range of warehousing activities to include receiving, storing, selecting and shipping bulk and bin materials and equipment.
Coordinates incoming and outgoing shipments and placement of materials within docking area.
Prepares inventory and production reports, screens and identifies shipping and receiving documents for discrepancies, and directs shipments to shipping or storage areas.
Identifies, examines, classifies, accepts and disposes of a wide variety of materials and property including electronic equipment, aircraft and automotive components and assemblies.
Assists in the development of plans for storage and arrangement of stock to determine warehouse configuration, setup, movement, rearrangement and traffic flow.
WORKING CONDITIONS: Works inside or outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Incumbent is regularly exposed to the possibility of cuts, scrapes, bruises, abrasions, falls, and injury from falling stock or mechanized conveyor systems. May be exposed to dust, dirt, grease, and solvents and to high noise levels in working areas, the incumbent may be subject to exposure from radiation, toxins, explosive hazards, or chemical fumes. Work may require wearing protective clothing such as hard hats, steel-toed shoes, rubber gloves, masks, and rubber aprons.
PHYSICAL EFFORT: Incumbent often stands on hard surfaces for extended periods of time. Work involves bending, stooping, and working in tiring and sometimes uncomfortable positions. May lift and carry items that weigh up to 70 lbs. The heavier items are moved with material handling equipment, or with assistance from other workers.

National Guard Membership is required.
Males born after 31 December 1959 must be registered for Selective Service.
Federal employment suitability as determined by a background investigation.
Must meet Compatible Military Assignment within one year from placement.
Wear of the military uniform is mandatory.

GENERAL EXPERIENCE: Experience which demonstrates the ability to compare item identification against receiving reports and issue request forms; skill in using hand trucks, dollies, and other equipment to move stock; ability to use hammers, pliers, and other hand tools; and to follow oral and written instructions.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 9 months of specialized experience in the following: Experience in receiving, packaging, and preparation for shipment.
Experience in compiling reports, overall warehouse planning, documentation requirements, and accepted warehousing methods, procedures and techniques.
Experience in setting up and rotating storage locations considering factors such as life expectancy, available space, product turnover, etc.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the overall warehousing plan, documentation requirements, and accepted warehousing methods, procedures, and techniques.
Knowledge of basic design and construction principals for the construction of standard and non-standard shipping and storage containers.
Ability to read or understand complex verbal or written instructions pertaining to warehousing duties, responsibilities and procedures.
Knowledge of transportation, security, environmental laws, and regulations in daily warehouse duties.
Knowledge of automation systems in daily operations.
Ability to work as a team member to accomplish the mission assigned.
Knowledge of various supply classes and distinguishing characteristics of similar classes.
Knowledge to identify materials and their condition.
Ability to demonstrate how to route materials for technical review, storage, repair or disposal.
Knowledge of a wide variety of material to perform required research for item identification.
COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

SPECIAL REQUIREMENTS: This position is covered by the medical monitoring program. Individual selected must undergo a preemployment physical examination prior to appointment.
No substitution of education for specialized experience.
Relocation expenses will NOT be paid.

In order to avoid losing your incentive eligibility, you should check with your serving incentive manager (CTARNG-G1 or CTANG-Retention Office) prior to accepting an offer for the position. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies:
Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
