Through the USPTO Externship Program you can apply your innovative spirit to demonstrate solutions to real world challenges. The USPTO Externship Program provides topic areas of interest to the USPTO and the rest of the community in general called Discovery Challenges for students to demonstrate their innovative ideas. The Externship Program is designed to be flexible enabling students to work on their ideas through the summer or while attending classes. In the end students are recognized for their creative ideas by the USPTO.

Discovery Challenges engage students and the USPTO to work on mutually interesting challenges that cover many Information Technology related areas. The USPTO encourages the students creating a collaborative atmosphere for them to excel at demonstrating their ideas. This provides students with the opportunity to address real world challenges while learning about the USPTO and be recognized for their work. Students are encouraged to be creative in their solutions. Students should select the Discovery Challenge of their choice from the list below and provide a short summery of their solution at the end of their resume.

Responsibilities

As an extern you will be working on the following areas:

Work on implementing and refining their proposed technical solution for one of the discovery problems listed below.

Demonstrate their technical solution using an application of appropriate size chosen by the USPTO staff specifically for the discovery problem.

Document the results obtained in a short report.

Devlop a technical briefing on their solution to the discovery problem and present to the Application Engineering and Development.

Set a mutually agreeable work schedule and will meet with AED staff weekly or on an as needed basis.

DISCOVERY CHALLENGES:

Discovery Challenge 1: Develop a new MyUSPTO website software widget. Develop a new software widget for the MyUSPTO website

that you think would be helpful to users of the site. The MyUSPTO website

is based on software widgets that provide users with all sorts of information from alerts, announcements, dockets, to form finders. Each panel within the website is a self-contained software widget. MyUSPTO allows users to show or hide the various widgets customizing the page to their particular interests and needs. The widget you develop could be anything that provides information to users you think would help them beyond what the current widgets provide. This could be how the information is presented to what information is included in the widget.

Discovery Challenge 2: Develop an Open Data Alexa-like Tool Set. Develop a system based on using an Alexa-like interface and search methods to provide responses to query-like questions. For example, a user of this system could pose a question such as “What is happening at USPTO today?” The system would then use USPTO’s Unified Event API

in combination with creating an USPTO specific skill using the Alexa Skills Kit to generate the answers.

Discovery Challenge 3: PatentsView Digitalization, “Winner Take All”, and Innovative Inequality. Develop empirical methodologies to measure the degree to which innovative inequality is increasing in digital technologies. Brynjolffson et al. (2014) suggests that the approximately zero marginal cost of producing products heavily reliant on digital technologies creates a winner take all environment where top performers pull away from the rest. Further, network and platform effects encourage consumers to stay with a specific producer of the digital product. This can be seen in digital technology as many producers introduce digital products in the market but over time the competition for market share reduces to those products from companies such as Amazon, Google, Apple, and Microsoft.

Discovery Challenge 4: PatentsView Google Trends and USPTO Patent Application Volume Prediction. Develop a method to predict patent application volume using Google Trends information. One component of USPTO revenue is patent application filing fees therefore prediction of patent application volumes is important for budgeting purposes. Discovery Challenge 4 encourages students to utilize Google Trends to assess the degree to which google search terms assist in the prediction of application filing volumes. In “Predicting the Present with Google Trends”, Hal Varian et al. (2011) describe a few simple examples of prediction problems with Google Trends. Google Trends contains google search query data since 2004 including searches for patent filing cost. Examining data in Google Trends such as that associated with the search ‘cost of patent’ in the United States shows considerable fluctuations over time. The challenge then is to create an approach based on searches being carried out using Google Trends to indicate future application volumes at the USPTO. The impact of your creativity is to help USPTO more accurately predict future patent application volumes to support future budgeting decision. Your approach would be combined with other prediction models currently used by the USPTO Office of the Chief Financial Officer.

Discovery Challenge 5: Build a classifier to detect the likelihood that a given patent application is patent ineligible under 35 USC 101. Develop a classifier to detect the likelihood that a given patent application is patent ineligible under 35 USC 101. 35 USC 101 describes the condition of patent eligible subject matter. From the statute: “Whoever invents or discovers any new and useful process, machine, manufacture, or composition of matter, or any new and useful improvement thereof, may obtain a patent therefor, subject to the conditions and requirements of this title.” In addition, the courts have determined the following exceptions to inventions identified as patentable in the statute; abstract ideas, laws of nature and natural phenomenon.

This is a 10-12 week summer program. If selected to participate, you will be expected to begin work on May 21, unless other arrangements are made with the Selecting Official. You will be expected to work 36-40 hours per week.
