Responsibilities

This position is located in the Office of Environmental Management (CG-47) within CG-4 Engineering and Logistics Directorate, and DCMS, U.S. Coast Guard Headquarters. This office's major responsibilities include: assess, ensure and verify Coast Guard compliance with all applicable federal, state, and local environmental laws and regulations; manage environmental liabilities and site restoration; appraise top management of identified existing or potential environmental violations and associated resource and training needs; develop environmental management programs, policies and guidance; and seek resources to continually improve the Coast Guard's internal compliance posture.

You will serve as a Compliance and Restoration (EC&R) subject matter expert for the development, execution, and oversight of the Coast Guard Environmental Program and all related similar Federal and State laws and regulations, as well as all related Executive Orders and Department of Homeland Security directives.

Being a Coast Guard civilian makes you a valuable member of the team. Typical work assignments include:

Assisting the Team Lead in developing, implementing, and overseeing the Coast Guard Environmental (EC&R) Program.

Developing program implementation and oversight guides, manuals, technical orders, processes, procedures, tools messages, and related program documents.

Maintaining an expert working knowledge of specific EC&R laws such as the Clean Water Act, and the Clean Air Act and a variety of other environmental planning laws, regulations, and Executive Orders.

Evaluating concurrent clearance request submitted for review for compliance with Coast Guard Environmental compliance requirements, inclusive of compliance with the Federal and environmental laws and regulations, Executive Orders (with environmental focus), and DHS directives.

Assisting with improving Coast Guard-wide compliance with environmental planning laws and regulations.

Assisting in developing and delivering environmental planning training for Coast Guard members nationwide and developing job aids and training tools.

Providing expert advice and guidance on EC&R matters and participating in briefings to higher levels of management at Coast Guard Headquarters and DHS.

Qualifications

You qualify for the GS-13 if you possess one year of specialized experience at the GS-12 grade level performing such work as: serving as a subject matter expert on for the development, execution, and oversight of environmental compliance and restoration integrating environmental compliance requirements into operations, acquisitions, programs and projects and assisting organizations to understand execution deficiencies and identifying and implementing corrective measures; and developing program implementation and oversight guides, manuals, technical orders, processes, procedures, tools, messages, and related program document.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently or have been within the last 5 years, a political Schedule A, Schedule C. Certifications must be on letterhead from the appropriate military branch and include: military dates of service and expected discharge or release date, character of service, military rank, type of discharge and date when terminal leave will begin. Certifications must be signed by, or by direction of military members’ military personnel offices, unit commanders or higher headquarters.

, you must submit proof of eligibility. At a minimum to confirm eligibility for purposes of appointment based on relocation under these provisions a spouse of a service member must provide a copy of the marriage certificate or other documentation verifying marriage and a copy of the military PCS orders assigning the service member to a certain post.
