The Alexandria VA Health Care System is seeking a Registered Nurse - for the position of the Associate Chief of Nursing Service; Geriatrics and Extended Care Services.The incumbent will report to the Associate Director of Patient Care Services. The Associate Chief Nurse for Acute Care and Outpatient Services is accountable for nursing practices across complex patient care areas that include Clinical review, Managerial and Administrative functions to support the mission and vision of Nursing and the Medical Center.

The Alexandria VA Health Care System, Alexandria, Louisiana is a Joint Commission accredited, complexity level 3 facility serving Veterans within 23 of Louisiana's 64 parishes. Responsibilities

Work Schedule: Monday - Friday, 7:30 am or 4:00 pm (with some weekend and off tour rotations as needed)

Major Duties: As the Associate Chief of Nursing Service-Geriatrics and Extended Care (GEC), the incumbent assures implementation and maintenance of healthcare standards through the management of diverse nursing roles as assigned. Develops and directs the cooperation/collaboration of clinical programs and the delivery of patient care services for the purpose of achieving organizational goals in Geriatrics and Extended Care. Develops and facilitates programs for the adult/older adult and geriatric patient that is consistent with policies and guidelines of VHA and the mission of the medical center. The scope of supervision is over the Community Living Center and over the nursing staff in the Home Based Primary Care Teams throughout the health care center. Collaborates with other clinical service chiefs or designated staff to assure clinical input is obtained for the development and the use of policies within the medical center. Utilizes expertise of other administrative and clinical practice professionals to construct formats for retrieving information to improve operation of GEC clinical services. Facilitates the development of clinical paths, protocols, and policies in collaboration with health professionals to ensure appropriate utilization of resources with cost effective outcomes. Provides leadership in assuring nursing personnel adhere to the applicable processes in patient care and organization-wide functions. Fosters a clinical practice climate, which assures excellence in individual performance of clinical staff, as assigned. Collaborates with Associate Director, Patient Care Services in developing guidelines for nursing programs which are compatible with the mission of the medical center. Assesses discipline specific programmatic needs to define staffing requirements and to clarify performance goals. Promotes interdisciplinary care practices throughout the medical center. Collaborates with service chiefs to establish uniform clinical practice and procedures, standards of care, and standards of practice that directly impact on Nursing and other clinical services as appropriate. Collaborates with other service chiefs in the design and direction of GEC activities that impact directly on patient care. Ensures staff are informed of any changes in standards of care and practice related to patient care. Collaborates with service chiefs in conducting ongoing review of clinical functions of GEC to determine compliance with professional practices and established guidelines. Identifies new modalities of care and future directions of healthcare through the management of diverse disciplines, as assigned. Participates in facility and quality improvement initiatives, provides leadership, direction and interpretation of the effectiveness of The Joint Commission, the Long-Term Care Institute (LTCI) and other regulatory agency standards in development and evaluation of the healthcare delivery systems. Promotes professional clinical practice and quality patient care initiatives related to community, regional and/or national statutes and regulations within and across the healthcare systems. Participates in service budget process by forecasting clinical service needs. Collaborates with executive management in cost containment, strategic planning, decision and problem solving initiatives to improve healthcare services. Facilitates communication between and across services on ethical issues as a patient and staff advocate by utilizing current relative practice concepts based on research and literature findings. Evaluates the effectiveness of care. Facilitates quality care through the development of the mission, goals, philosophy and objectives of the service, consistent with mission of the medical center and strategic plan through collaboration with healthcare executives. Provides leadership on committees, task forces, teams and other medical center groups, as appropriate. Identifies and recognizes the distinctive and contributing roles of disciplines within the medical center. Supports effective labor management relationships. Assists in the planning and activation of new construction and remodeling of patient care areas. Assures that all policies pertinent to the staff of the service are defined, documented and accessible to the clinical staff in written and/or electronic format. Assures and maintains a safe and therapeutic environment for healthcare delivery. Assists and conducts analysis of staffing, workload changes, and hospital census to accurately provide for patient care. Assists with the development and revision of position descriptions, functional statements, and performance standards. Participates in securing enough appropriately qualified clinical personnel to care for residents by assessing applicants through screening, credentialing and staffing practices.

Physical Requirements: The population of male and female veterans served ranges from the adult, age 18, to the elderly adult, age 65 and over. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required up to 50 pounds. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. In addition, the incumbent must be emotionally stable and adjust to different types of personalities, demonstrating cheerfulness, compassion, courtesy and concern. He/she must be quick and dependable in taking emergency action as directed and use initiative in preventing accidents.

Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing ( ACEN

) or The Commission on Collegiate Nursing Education ( CCNE

). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.

Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Physical and intellectual capacity to satisfactorily perform duties

Required Education/Experience: Master's degree in nursing or Masters in related field with a BSN (NLN accredited) and approximately 4-5 years of leadership experience OR Doctoral degree in nursing or related field (Regionally accredited university or college) and approximately 3-4 years' leadership experience.

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.
