THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a SURVIVOR OUTREACH SERVICES COORDINATOR, Position Description Number D2019000 and is part of the NC G1, National Guard (G1-SSS/ Manning Doc 1320-933L).

Responsibilities

As a Survivor Outreach Services Coordinator, GS-0301-11, you will coordinate and maintain professional standards of service and ensure that SOS program functions are carried out in accordance with governing laws, policies, regulations, and professional standards of service; ensure comprehensive standard operating procedures outlining program services, operations and procedures are in place in coordination with other Department of Defense organizations, state/local government programs, and private industry which have interfacing responsibilities and interests; develop and maintain metrics on service delivery and evaluate the quality of services; implement a customer feedback mechanism to gauge satisfaction with programs and services; chair multidisciplinary meetings with the ARNG, Peers, private and community personnel to evaluate services rendered, identify issues, and ensure appropriate follow-up and resolution; develop and maintain required SOPs, MOAs and MOUs IAW regulations; develop working relationships with a broad range of Department of Defense agencies, the Veterans Administration, Veteran Service Organizations, and community and service organizations; ensure widest dissemination of information about SOS services; identify needs of survivors of fallen soldiers while brokering resources to meet their needs; provide crisis intervention, making appropriate referrals; conduct and/or coordinate support groups and life skills education for survivors; serve as advisor to commander on personnel, social and economic issues concerning family adjustment and challenges facing the survivors; maintain contact with key units and counterparts, to include the Medical Treatment Facility and other federal agencies, Army Community Service, Child and Youth Services, Military Personnel Division, Directorates of Human Resources, Morale, Welfare and Recreation, Chaplains, Staff Judge Advocate, Finance, Public Affairs Office, AAFES, American Red Cross, and USO, in order to secure support for the SOS programs and ensure on-going collaboration; plan for and effectively uses fiscal resources allocated to the SOS program; may also be assigned as the states Casualty Operations Manager.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Selectee will be required to wear the military uniform.

Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Males born after 31 December 1959 must be registered for Selective Service.

May be required to successfully complete a probationary period.

Qualifications

Military Grades: Enlisted (E8 or above)

Compatible Military Assignments: NA

Minimum Requirements: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

Substitution of Education for the Specialized Experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.

Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience.
