JOB SUMMARY : Serve as Section Manager to professionals providing professional support in one or more of the following areas: Maintenance, Construction, Intermodal, Planning, Utilities, Surveying, Environmental or Traffic. JOB SPECIFIC DUTIES: Under broad supervision of the Division Director of the Office of Intermodal Programs, the Transit Program Manager provides direction and management to a professional staff in the administration of the Departments statewide transit program. The responsibilities of this position include a demonstrated understanding of federal grant administration and financial oversight of grant funds received from the Federal Transit Administration including but not limited to 5303, 5304, 5307, 5311, 5316, 5316, 5339 programs; subrecipient oversight and financial administration; project management; procurement; National Transit Database (NTD) reporting and coordination with local, regional and statewide transportation partners to assist in the development of regional and statewide transportation plans to guide investment priorities. The Transit Program Manager must provide leadership, craft policies and procedures, and assist as needed at all levels, including transit managers, planners, government officials, other stakeholders and the private sector regarding public transportation policy and program. MINIMUM QUALIFICATIONS The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications STATE ENTRY QUALIFICATIONS: Bachelors degree from an accredited college or university in a related field AND Five years of related experience OR Associates degree from an accredited college or university in a related field AND Six years of related experience OR One year at the lower level (TRM031) or position equivalent. AGENCY SPECIFIC QUALIFICATIONS: Completion of an undergraduate major in urban, regional, or transportation planning, civil engineering, public administration, business administration, OR an equivalent combination of experience and education in a related field. 5 years experience administering funds under a state and/or federal grant program 5 years experience developing, reviewing and monitoring annual program budgets and associated program of projects (POP) 5 years experience in managing a professional staff in support of a statewide transportation program including local, regional and MPO planning, small urban and rural public transportation operations, mobility management, and coordinated transportation. 5 years experience in state and/or federal audit requirements and compliance Demonstrated experience in reconciling financial and grants management software programs Demonstrated experience in the development of internal and external policies and procedures Demonstrated oral and written communication skills Demonstrated experience preparing and presenting complex information to a variety of audiences Possesses a comprehensive knowledge of federal and state transportation laws and regulations. Demonstrated leadership skills, with experience motivating and guiding others toward accomplishment of office/department goals. Demonstrated experience developing team spirit and commitment to shared goals. Displays high standards of ethical conduct and understands the importance of this in achieving the Departments mission. Demonstrated experience organizing work, setting priorities and determining objectives and strategies to achieve them. Demonstrated experience monitoring and evaluating progress against goals. Possesses the physical mobility necessary to maneuver over irregular terrain to conduct airport inspections and has eye/hand coordination to manipulate required instruments. Committed to providing quality customer service. PREFERRED QUALIFICATIONS: Possession of an advanced degree in a related field. 10 years experience as a statewide Transit Program Manager Demonstrated leadership at the national level in the area of public transportation Demonstrated experience in policy development Demonstrated ability to meet deadlines and make decisions Demonstrated ability to analyze and interpret data IMPORTANT INFORMATION FOR ALL GDOT JOBS The interview is just one part of the overall selection process and is not the only criteria used to make the final selection. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employees favor, he or she will be allowed to compete.
