About the Position:
Incumbent participates as a trainee in a formalized training and development program for lock and dam operator personnel involving on-the-job training, classroom instruction, and related correspondence courses. As a trainee lock and dam operator at a Corps of Engineers navigation facility in the Inland Marine Transportation System (IMTS) that is open up to a continuous 24 hour operation, operates, under very close supervision and dependent upon capability, skill, and knowledge, electrically and/or hydraulically controlled lock or lock and dam gates, control valves, and other associated equipment required for passage of a variety of private and commercial traffic through the lock structure and the maintenance of required pool levels where the dam is under IMTS control.
Developmental Position: This position will be filled at the WY-5426-05 grade level and has noncompetitive promotion potential to the WY-5426-07 and WY-5426-08 grade levels. At the WY-5426-05 grade level, you will participate in a formalized training and developmental program involving on-the-job training, classroom instruction, and related correspondence courses in order to prepare you for the intermediate and full performance grade levels.
Certification Program: Employees new to the federal service must complete the IMTS Training and Certification Program prior to being promoted to the full performance level of this position. Failing to meet certification requirements could result in removal from federal service.

Handles bow or stern lines, walks lines to proper locations along wall and snubs lines to assist pilot in maneuvering craft into position. Secures towlines to lock wall as required.
Operates electrical gate controls to open or close gates at one end of the lock chamber.
Operates electrically controlled valves controlling flow of water for emptying and filling operation, and as necessary during double lockages operates electrical tow haulage unit to move barges into and out of lock chamber.
Operates light and horn signals to vessels entering and leaving lock chamber.
Operates electrical controls to raise or lower dam gates in accordance with specific instructions regarding time and degree of gate change.
Secures lines and slings to materials or equipment being moved and provides hand signals to operator for moving items to and from barges or trucks, for placing bulkheads, etc.
Occasional travel - Up to 10% business travel may be required.

This position requires the use of protective clothing and/or equipment to minimize or eliminate hazardous conditions.
This position requires frequent standing, stooping, stretching, climbing, and crouching; lifting and carrying items weighing up to 50 pounds.
This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Lock and Dam Operator~ without more than normal supervision. The screen-out element measures the critical ability needed to successfully perform the duties of the position. To meet the screen out element, applicants should document experience and/or show the ability to perform simple maintenance or repair tasks utilizing lock and dam machinery and equipment of mechanical or electrical type - Failure to meet this Screen out Element will result in an ineligible rating.

Physical Efforts: Work involves eye and hand coordination for operating various controls and handling lines while observing traffic and personnel, during crane lifting operations, lifting dam gates, etc. There is standing, stooping, bending, lifting in excess of 50 pounds, stretching, working in cramped positions, handling or maneuvering bulky items or equipment, and general continuous moderate to arduous physical effort required.
Working Conditions: Most of the work is performed outside subject to temperature and weather extremes. You will be occasionally exposed to unpleasant fumes, dust, etc. You will be exposed to injuries associated with working in restricted areas and occasionally cramped and/or uncomfortably hot or cold areas, from falling objects, working on lock walls, dam service bridge, etc., and while possibility of drowning exists as result of falls while working around water, hazard is practically eliminated through observance of safety procedures and use of safety equipment.
This job does not have an education qualification requirement.
